I think Brent Danielson posted a description of the one he built, either on the Shiloh site or the Cast Boolits site. IIRC.

Take your cordless drill and hold it against your drop tube.
You can also hold it against your cartridge case.
Slow, but it works

I cut a piece of 3/4" plywood cover a bit larger than the top of my vibrating cleaner.
Drilled holes to hold filled cases.
Turned the vibrator on for different periods of time.
Went back to just using a drop tube since the density was more consistent between cases and the drop tube was actually quicker to do.
