This is a fairly well known publicity photo of Oakley that was used to promote her play The Western Girl.  In 1901, Oakley and Butler were in a bad train wreck that caused her to leave Buffalo Bill's show and pursue less strenuous things.  The play, supposedly, was one such thing.  Of course, at the time, Oakley was in her early 40s, so some have suggested that her beautifully curled and flowing hair is actually a wig.

Called flyer, I'm with you on this and I'm a little skeptical that that pretty girl is Annie. Her hair is much curlier than Annie's unless they were giving perms back in the day. Also if you look at her hat, her star has five points where as Annie's had six points and it may be that Annie wore the six-pointed star in her hat because she was from a town called North Star. As Bill mentioned, the picture is from a poster from the play, A Western Girl, but she would have been 41 years old by then and this is certainly a much younger person but then again it may be a very early Annie before she had her persona fully developed.

As I mentioned, it is often reported that Annie's hair in that photo is a wig, necessitated by her age in the play and the real aftermath of the 1901 accident.  In any case, they could certainly curl hair back then at least temporarily; plus some careful make-up, lighting, and posing can make many good-looking 41-year-old women look at least 10 years younger.

A few curious aspects- Any idea what task they are facing with all that rope? They are military alright, but not regulars. They could be State Troops or National Guard, and the militia was still the governing military authority until 1916- they could be militia. Military gear in fact is scarce here- The only saddle clearly visible is not military and the only military rifle is the TD carbine. Ballard boy is wearing the only Mills belt visible. Thanks for all the old pics. Enjoyable.
