Buffalo Arms uses .30-40 Krag case stretched to length.

Yep .30-40 Krag or .303 British. The Krag has a little thicker rim.

So if a person does not posses the ability to stretch the case can the 405 Win case be used ? I have a bunch of those.

Yes you can shorten the 405 cases. But the thing you might run into is the rim recess for a rifle cut for 30-40 cases might not let the thicker rim of the 405 cases seat and close the breech.

I use nothing but .405 Win. cases in my .40-70SS rifles, and .40-70 Ballard rifles. No issues with 8 of them I use with .405 brass.

When I ordered my Model 74 Sharps from CSA in 2010, I told them I’d be using Hornady cases. Case rims have never been a problem. I’m still using the original (150) cases and have (3) unopened boxes of (50) each. I do anneal cases every fall after all the shooting is done.

My.40-70 SS was chambered especially for the shortened .405 Hornady cases.  The cases are thicker than the reformed .30-40 brass-my chamber is ~0.002" larger in diameter at the 2.5" point than the reformed brass.  I've read that some chambers, like Shilohs, are too tight to handle a 0.408" bullet in their standard chambers, but I think think they will chamber for the Hornady brass on demand.

that's strange. My guns all use a .410"-.411" bullet and chamber easily with .405 brass.

I think you need to shorten the 405 brass to use in an original 40-70ss chamber.  If you haven’t, that may be your problem, especially since they work for others.  You should verify this with a chamber cast.

I have two 40-70ss rifles but both are chambered with a reamer that allows the use of unmolested 405 brass, length and rim thickness.  I just resize using an original 40-70ss die.

The use of the full length 405W cases in your BPCR rifle
can be considered a Win 40-72W as this is the same length
as the 405W.  Winchester had come out with the Black Powder 40-72W
(and the 38-72W) for the M1895 lever gun and the 1885 Hi Wall
then "modernized" it into the 405W smokeless loads. They incrreased the rim thickness for the 405 to avoid issues
in use of the new higher pressure 405 in older 40-72s.
I have a "40-72 match reamer" bought from Dan Theodore that is in fact designed around
the 405W  Hornady brass.  It was used to chamber my rebarrelled 40-72
BPCR Ruger No. 1.
