The last broken tap I experienced defied almost all means of removal.  I eventually got it out using a cheap micro pneumatic pencil grinder with Dremel type diamond tipped rotary bits.  After slowly grinding out the center of the tap, it practically fell out.

FYI

I "drill" out broken taps easily with a solid carbide ball end mill 
and a really rigid setup. 

the fine print
a drill press won't work
a Bridgeport and Kurt vise is marginal
a Fadal VMC and a Kurt vise makes it a breeze

oh and you gotta use the right size endmill ... ideally just bigger than the solid center of the tap 
should be a little smaller than the tap drill but close

I use old broken carbide end mills for dealing with broken taps. The end is sharpened like a cold chisel and run at high speed in the mill. A 1/8" will do the job. You don't want to brake off a carbide end mill in the part.

Thank you all for input and advice. To get a functioning rest, I moved the hole up so that it breaks out between the ears.

Just an idea, nothing more and I've never tried it.  Brass tube of a diameter that will cut in the Web of the Flutes with Diamond Compound for cutting.  Much like the Process of drilling a hole in Glass.  Going to be slow but wouldn't need a Ridgid Set up so could be done on a Drill Press.  Time for More Coffee.  David

Use a foredom tool ,and use dentist burrs and patience !
Your dentist will save them for you if you ask .These burrs will also work on lots of other oopsies

I have used tap extractors - they have never failed to catch the broken tips and unscrew them for me.
