Possible double set trigger problem

Question about a rifle I just got from an estate. Custom Wesson action with double set trigger. The hammer will not stay cocked unless the rear trigger is pulled first to set the trigger. Then it cocks and stays cocked until fired. Is this normal or does the trigger need adjusted or is there something broken or missing? I don't want to risk damaging the gun by using it this way if it is not normal. Thank You!   

Should add this is a Wesson #1 action that I imagine is from Steve Earle Products.

I would get hold of Steve.

I don’t know anything about his Wesson actions but it sounds like the set trigger blade is putting pressure on the sear not letting the sear engage the notch.  When you set the trigger it lowers the set trigger bar and takes that pressure off the sear.  I wouldn’t think this will hurt anything by using the gun but Steve is your best bet on an answer.
