Can anyone what the proper hole spacing is for mounting the long and short target scope bases?

0.560 for the front and 0.860 for the rear of the more common type Unertl and Lyman scopes.

Guessing you meant spacing from one base to the other?
If so, then spacing for shorter distance is 7.2" and for longer spacing is 10.35" At least that's what I've found, and used on my scopes.

Nine inch scope block spacing was also one that was also being used. 
If memory serves me right the clicks were 1 third and not a 1/4 of an inch each. 
I once owned a HiWall built by Barry Darr with that same scope block spacing.
