Mike Bassett does excellent work. I’ve had him do several re- line jobs. You might consider going with a Redmond liner. I have several that shoot very well. You can reach Mike at 405-315-0590.

Besides the mentioned Brownells liner drill, Liner and acraglas to glue it in
you will need to be able to face off and crown it at the muzzle
face it off at the breech, and then finally chamber it-Brownells also has 22 reamers.
Really should need a lathe. 
(I bought a Bentz match 22 reamer-worked well and resulted in a very accurate lined Stevens TipUp and a great shooting and functioning barrel setback rework on a Ruger 10/22 Sporter. )
