My son put a 103 on a (maybe a hiwall, so as not to offend any purist).  It is not quite perpendicular in the locked position.  Is there a way to adjust the angle?

Why would anybody be offended by mounting such a sight on any singleshot or lever rifle? I'd like to own on someday, and that's about where it'd end up.
If you let us know what the rifle really is, and the letter on the bottom of the sight is, there are charts some of us have that will tell if it's actually the one you want. If it's just a wink off vertical for a 'fun' gun, I'd leave 'er be.
