Page 50 has a sample assessment sheet, I don't know if they pulled those number from a hat, but velocity's are in the 11-1200 range and pressures 20K +

They did pull the numbers out fo a hat.  Or some other place.

That's a protocol telling you HOW thou shalt test for pressure, (in aching detail), not what RESULTS thou shalt get.  

Other than the offhand reference to the 24,000 maximum pressure allowed, which is a chosen limit beyond which cartridges can be expected to burst, the actual numbers which any given type of ammo would be expected to yield is irrelevant in the context of this specification.

The phrase I would use if I were writing a purchase spec for ammunition  is "ANSI Z299.1-1992 protocol is incorporated by reference", telling the poor slob with whom I am contracting to buy a zillion rounds of Master Nuclear Blaster  .22 ammunition that he's going to test according to ANSI Z299.1-1992, (and that my auditors are going to see to it that he does!), without my having to write it all out.  All I have to do is write a half page of numbers that my engineering department judges to be  required to obtain our desired performance.  Heck, I don't even have to understand ANSI Z299.1-1992; I just have know enough to utter the magic incantation.

Resurrecting an old discussion.

I spent an hour or so making a single reloadable .25 Stevens from a .22 Hornet case for my #4 Remington rolling block. Some of that time was figuring and making tooling. It took swaging, lathe turning, annealing, neck expanding and trimming. After that it was drilled for the .22 blank primer. I tested it with a starter pistol blank and it worked. I really wanted to fire it with a full load to fireform the case, but I had no .25 cal bullets. So I cut down and reduced a .32 cal bullet in the lathe. It wasn't pretty, but it worked. I tested fired it and it went BANG Smiley

I received two different bullets to try. Both are .251" diameter, but the rifle's groove size is .257". So I made a .258" bullet expander die and adjustable plunger. Using an arbor press, they were easily swaged to .258". They are a little shorter and blunter now. But the rifle doesnt care Smiley  This gives me something to start with. In addition to the one cartridge I made, Im going to try the easy way - breech seat the bullet and use a .27 cal brown power tool blank.

Breach seating a bullet and using a .27 caliber nail gun load will work. I sometimes had to use a cleaning rod to get the empty out but it's quick and it works. Been a while since i did it but as I recall accuracy and short range was comparable to the old factory ammo I have.

I'm currently working on a Steven's Favorite, that is chambered for the 25 Stevens RF.
The barrel shows a .251" groove diameter, on both the slug and extended chamber cast. I've posted pictures of the preceding, in the Collectors section, under "Lucky Favorite".
I've fired a 27 caliber nail gun cartridge (green), without a bullet and the case fires and extracts as it should.
The .251" bullets arrived this weekend and the brown nail gun cartridges are on their way but I'm still undecided, as to the best way to test fire the Favorite.
I suspect that a lathe turned cylinder or proper sized tubing, with a 22 caliber blank, press fit,  at the breech end, as a primer, a small powder charge and a bullet in the front end would be the least stressful to the little Favorite. 
A brown nail gun cartridge, with a breech seated bullet, would definitely be the easiest  way and maybe even the most accurate.
The smokeless load velocity, for the 25 Stevens, is listed as 1180 fps, with a 65 grain bullet. Do you plan to check the velocity when you test the brown cartridge and breech seated bullet? If you do I'd be very interested in the results.

Yes, I'll chrono my tests. I have the .27 cal brown and green blanks, they are definately the easiest way to go. I've spent a few hours converting .17WSM to 25 Stevens. Its a lot of work and Ive only had about 50% success not splitting the neck, even with annealing first. Its tricky work. I can convert more of the .22 hornets like the one above, its a lot of work too. Nothing is easy, but the .27 cal blank and breech seated bullet seems to be the path of least resistance.

Your best "primer" for rimfire adapters is a 6mm acorn blank.

These are much easier to push out of your adapters than nailgun loads.   I use nothing but in my .32 adapters.  Not as cheap, but your adapter will last longer.

Look closely at your firing pin strike.  It my be that the hole in the adapter can be on center, rather than offset.

I decided to convert the remaining 14 .22 Hornet cases to .25 Stevens. Its a lot of work, but they are reloadable. So once they are done, I'll be set. 

After annealing they were run through the carbide .25acp sizer. This left a belt ahead of the rim, so that was turned off in the lathe. The rims needed to be thinned a tad also. Next was expanding the neck. I had already made a 3-step expander for the .17WSM to use in the drill press. I also had made a jig to hold the case in a vise. This was used to open them up to .250". Lastly they were trimmed to length - 1.125".

Tomorrow I'll start converting them to rimfire.

When I have used .17 wsm cartridges to make .25 Stevens, I trim the cases off just below the bottle neck, then expand the case to except the bullet. Yes, the cases are a bit short, but they are longer than the factory .25 RF shorts. Finding.17 wsm ammo in stock locally is probably nearly  impossible still.

Looking forward to seeing your results with the brown.27 nail gun loads using the chronograph.
