I've had various chambers that would be fine with the slight bell at the mouth, and others that wouldn't allow even slight bell and still chamber. 
My Schoyen in .38-55 wont allow any bell, and my .28 Pope is the same. Both require I remove any bell to chamber a case. If I run my finger across the neck and feel the bell, I know they wont chamber that case.

I have found position in the throat to be much more critical than neck tension too.

I'm sure some of my case mouth bell was being removed as I chambered rounds in my .45-2.6.  It was noticeably scraping the chamber walls loading, but it loaded with thumb pressure.  There was probably about .001" between go and no go for chambering.  I never quite got MOA for 10 shot groups out of it. Lots of 2.373 to 2.5 at 200 yds from the bench, 3.5 at 300 and  5.5 -5.75 at 500.

These work great for what you want to achieve:

Inserts are available from 0.375" to ? If you need something not offered you can get a larger one and turn or polish down to the size you need. I always run one into the mouth of brass just after cleaning to insure the mouth is round. Also use the compression plug to set the compression on the powder.

In bench rest 1000 yrd shooting this is the procedure I used to get consistent neck tension and alignment of the centerline of the bullet with the centerline of the barrel bore:
1. Fire form your brass in the chamber. Never resize the cases again
2. Neck turn the cases using a neck turning tool to get a known consistent case wall thickness over the bullet retention length
3. Using a micrometer that can measure the thickness of the brass, measure the wall thickness 
4. Determine the required OD of the neck to get a .001 to .002" neck tension: IE 2 X the wall thickness + your bullet diameter - .002"(if that is the tension desired)
5. Using a neck sizer die (usually you buy 3 of them. The right size + or - .001" as experimention is needed to get the perfect fit) size the necks
Now we have cases that fit and align with the chamber and the correct and consistent neck tension you desire.

Yes.
The question here was how do you get a certain neck tension on the bullet. The procedure is the same regardless of the bullet type. On a lead bullet since the bullet is soft and will deform itself as pushed into the neck, the exact neck tension that you wish to attain and/or give the results you want from fixed ammo will require experimentation.
