Welding Martini breech block

A seller offers a Martini Cadet; within the description is the statement that the breech block has been welded and converted to centerfire.
Is this a safe practice?

It depends on how it was done.  Choice of rod and method, penetration, clean up and re-heat treatment, which pair of teeth the gunsmith held his tongue between when doing it, etc., etc.  I prefer to cut a dovetail across the face of the block and fit a spring stock bar across, held in place with a set screw...similar to what the Brits did when converting the 577-450 rifles to .303 British.  After fitting and drilling for the firing pin, it's heat treated.
