5A 1 1/2 inch Objective conversion?

I had some issues with my Unertl on a rat Ballard .22rf so I put this converted Lyman on it. It works great but I am wondering if any knows the conversion and what the Objective scaling is? My first guess is that it is just a scale since it goes to 21. My second guess is it is the scale X10 yards. Magnification seems to be about 12X.
After looking at the picture it is just a linear scale since quality purpose built scopes have a an exponential or logrithmic scale where the close focus is widely spaced and gets very small adjustments out at infinity.

Otherwise does anyone have a good method to dial in the parallax if the scale is undefined?

Looks like an old Litchsert adapter. I think the numbers on the side equal 10 yards, so the 21 would be about 210 yds. Of course they're rarely exact, so I just turn the objective until it focuses.
