JMH,
You are correct, the new Saami spec is lower now than it used to be at 37K CUP and that's shooting jacketed rounds, I'm not.  I shoot these with lead bullets and my pressure trace shows pressures between 19K and 20K on the high side.  I'm willing to risk it.
I know it doesn't save an idiot later down the road, if they so choose to shoot a factory loaded round in it, I'm only going so far to protect those folks - at some time we need to let the Darwin theory run its course.   I sit in a class for 8 hours at least once a year for a refresher course, (MSHA) been doing it for 46 years now, we have to listen about how new laws are put into place to protect ourselves from ourselves... it's constant, how they distribute the blame, lack of training, lack of listening, lack of comprehension, etc. etc.  I can go on and on about this and what I see daily, it's not worth my breath.
My immediate descendants know and understand conditions, it's their job to continue the details.
Off my soapbox.

But Greg, will it be legal in quarter bore matches at Etna Green?
Going to rechamber my Stevens from 25 Hornet to 25-20 Winchester just in case I make the trip again.

Wes, prob'ly not... if it isn't this redneck has three others now to choose from to be legal.  25-20SS, 25-21, or a 25-20WCF...

Understood... I have owned two 25-35 Win rifles over the years. Both lever guns. For a lever gun I thought they shot exceptionally well. Never had one in a single shot hence my question. I think it is a good round. Have looked for a TC Oncore barrel but have not been able to find one.
