I think part of the tipping might be from using a plugged case for a breech seater.  I have a Russ Weber seater for my other CPA but it doesn't fit into the tighter chamber on this rifle.  I bought a mini lathe recently.  Once I figure out how to use it I'll try making a new case and plug for that breech seater to see if it helps.   

Part of it might also be that I don't have a 200 yard range, but 200m so the extra distance isn't helping.

I'm pretty sure my mishandling the rifle has a lot to do with the flyer but the tipping didn't help I'm sure .

I've been a prone BPCR shooter for so long and only dabbled in these schuetzen rifles until last winter.  There are a surprising number of ways for me to make flyers shooting from the bench  .  I've shot a 245-6C prone with black powder using my silhouette rifle, but not better than a 246-6c with my schuetzen rifles with smokeless from the bench.  It is a bigger learning process than I expected.  I have a long ways to go, but I can see the path forward for sure.

You don't think a slightly crooked start caused by using a plugged case seater could cause tipping?  I could go up a little in powder charge but it'll start to lead the bore.  I tried earlier in the week but it got a little lead so I backed down on the powder charge a little.

No, I don't think that your bullet seater will start it crooked, especially if it's a bore rider or tapered bullet. Seat one and knock it out. Then check it out.
