Recently someone mentioned the 375 Winchester Big bore brass was a good replacement parent case for a certain "Cartridge",  which if I recall correctly was the 32-40. 

The reason I thought the suggestion was made was because the 375 Brass once reformed had a smaller internal case volume by about 8 grains of water weight. ?.?.?

Am I remembering this correctly or am I living is some early form of cognitive decline...?

If my correlation (32-40) is right, does not this 375 brass at 2.08"
end up being too short of the required 2.130" for the 32-40....?

or does the reforming process make up the difference by stretching it the  375 brass the required 0.05"

The 375 win case will come up short.  You were likely thinking about the 38-55 brass that will be much closer.  For me the standard Winchester brand 38-55 brass comes very close to the correct length for 32-40 but still slightly short.  Starline offers two different lengths of 38-55 brass.  One is the same as the Winchester brass standard length and one they sell as extra long so longer than the standard Win length.
The extra long Starline works best for forming 32-40 Marlin Ballard brass.
