De-clicking a Lyman Junior Target Scope Mount

Wayne (Texas Mac) wrote an article for the Single Shot Exchange magazine titled De-Clicking Unertl, J.W. Fecker & Lyman Scope Mounts. Can one of you fine folk point me to where I can find a copy of that article or alternately email me a copy? I have a nice Lyman Junior target scope I want to use on a .22 BPCR rifle.

There is an earlier version of the Lyman mount that has a cap that unscrews.  The de-clicking if done from the top.  I have a mount where the tab as shown in the photo broke off in a newer style and it effectively makes the mount click less.  Unfortunately the screw at 2 is totally frozen.  If I could get it out I might be able to have the tab silver soldered back on.
