Had a similar issue recently with a Lyman Super Targetspot that had never been used, so sat for probably decades drying up inside. Talked with Bob Seipp and he told me to remove the mounts and soak them in mineral spirits for 1-3 days, and check them each day. After a couple days everything was loose and working great!
When I started out the adjustments, and base clamps were totally frozen up and wouldn't budge at all!

I have one of the turrets in the article that Wayne linked the has the flange broken away from the piece that it is supposed to be connected to. Unfortunately the disassembly screw is frozen solid which prevents the ability to silver solder the flange back on.
There is another variation that has a slot on the top of the turret that allows the top to be screwed off. Under it is a spring washer with cutouts that ride over a ball to provide the clicks. On that one it is possible to have loosened the screws around the barrel which allows the barrel to lift up so the spring washer is not compressed enough to give solid clicks.
