Good luck with the dies, Rifleman and Babydriver both have been waiting for CH4D to produce a batch of them. I got mine used. As for brass, they can be made from 303 brit or 30-40 krag. My Hepburn likes the R-P 303 brit cases, PPU cases are too fat at the base for her. Headspace is slightly off but that can be remedied with a custom washer, I've heard of people using O-rings as well. Also some have said that 30-40 resolved their headspace issues.

Back in the summer I paid for two sets and that put us over the requirements. He said 6 months but as nice as they are I’m not going to the bank on that.
If you want one of my two let me know. Price will be what I paid.

I called CH tool this morning to inquire and the gentleman said he now has 8 people on the list for 38-40 dies and its a 10 month wait… couple months longer than the last time I checked when there were 4 people in the list.

That's better than the lead time for a set of 40-70 SBN.
He told me 15 months when I ordered a set last week.

C&H told me my order would take three years minimum. If I were really in a pinch I would have a reamer manufacturer make the correct reamer to make my own sizing die. 

Seems to me a small straight taper case like the 38-40 would hardly need a loading die set. I'm positive I've made them with other dies.

I made mine with 38-50 Remington dies. The dimensions are almost exact except for length.
