There will be several opinions chime in here I hope, yes and no.

I have a couple in the works and depending on the barrel they hold their own quite well, (one has a tight Lilja on it and it shows potential).   
What discipline are you planning to use this in?  Long range gong - there's an individual that shoots one of these for that and he's a very respectable competitor, posts scores in the top 5 places regularly.  BPCR 22's, a couple shooters come to mind and they're a force to reckon with.  Schuetzen at 100 and 200 yds, I've seen at least one post good scores, top 1 or 2, I don't recall.   
Our Bottle Cap game? nobody here shooting anything competitive with one in that yet, my grandkids maybe in the near future, we'll see.  I'm building Ballards for them so they'll probably follow my lead.  Of the rolling blocks these have a better lock time and trigger arrangement than most of the others.
Just my 2¢ worth of opinion.

A well built #2 RB will be more accurate than it's shooter.
I believe the greater impact on the rifle's accuracy will be the skill level of the builder.

I had an absolutely beautiful #2 that a friend of my dad sold me for $75. It was in 32 RF. At that time I really had no use for it except to admire. I soon passed it on for the $75 to someone who figured they had a use for it. Now, of course, I wish I had kept it. Anyone have a time machine? There are a couple of other stops I would like to make.
