You accuracy will depend on the barrel & chamber. As a long-time .22PBCR shooting I use a Stevens 44. The original barrel bore & chamber were fine but the chamber had some freebore & a bit loose (typical of "sporting" chambers). It shot fine & I shot some pretty good score, but not as consistent as I would like at the 150yd turkeys & 200yd rams. All the .22BPCR shooters I shoot with have CPAs, rolling blocks, C. Sharps, Stevens, Low Walls & Hepburns. The newer rifle have match chambers. Most of the older rifles were rebarreled or setback with new match chambers.
So, not desiring to setback the barrel, I had my Stevens 44 rebarreled with a Shilen ratchet barrel & chamber cut with a match reamer. The result was a measurable increase in accuracy.
The above is a long-winded way to say that if the bore & chamber are in good shape, it may shoot OK for BPCR (assuming you find the ammo it likes), but likely not a great BPCR rifle. It would certainly be a good rifle to get started & find out if you like the sport.
Of course, if it was setup for the olympics with a match chamber then you are good to go with the right ammo. I understand that in the hands of an experienced shooter the 414 was extremely accurate out to 200 yds & more.
