I see them occasionally, but if they're in nice shape, or a pistol grip action they're often as expensive as a well worn complete rifle. I was talking with a friend about this very subject lately at the CGCA show as I have a Schoyen barrel I needed an action for. He said he had some, but they were all in the $1200-$1300 range. I ended up buying a complete rifle he had on his table for another $100 more and got buttstock and a new .45-70 barrel on it. Now I'm debating whether to take that nice new .45-70 barrel off, or just fit a forearm and be done.

  The only 100% sure way is to drop the breech block and look under the barrel inside. If it's hollow under there and you can poke you pinky in the hollow it's cast. If it's solid under the barrel it's forged.
Most Ballards with a 2 line address on the left side are forged, and 3 line are cast. But I've seen and owned both that were exceptions, so can't trust this for all of them, just 99% of them.

A very simple method to distinguish cast from machined steel is with an ultrasonic machine. I understand this won't help you much unless you know somebody that uses this equipment. I have three such machines that I used for years doing marine surveying inspections but unless you are near me, or know somebody who does, it's not much help. 

Here is how it works. These machines shoot a sound beam of various frequencies into the metal via a transducer. When the beam hits the far wall it echos or bounces back revealing any anomalies, voids, fractures or defects and thickness.  Cast iron or any cast metal is porous and therefore scatters the sound beam resulting in no back-wall echo. If a rifle receiver is cast it's revealed instantly as a bunch of scattered noise. Anyway probably no help to you but a full proof method

Sounds a lot more complicated than just looking at the action under the barrel.

The way I do it is to just lower the breech block and look at the inside sides of the receiver from the top with a bright light or a flashlight.
The hollow cavity is OBVIOUS..
