I have a 38-45 Bullard. Today on eBay a CH4D taper crimp die for 38-45 Bain Davis came up. Never heard of it. Seems like a desert eagle pistol cartridge. What is it?

Bain & Davis are known for their 357/44. Clerke did do a 38/45 but it was on the 45 acp case.

Ballards may be weaker,

It's a .45ACP necked down to .357 caliber. A bottleneck cartridge that only required a new barrel to swap your 1911 style pistol to change from .45ACP to the .38-45 B&D. Even uses the same magazines.
