Down to my last oz of 4227,  have plenty  H110.   This is for a 32-40. 196 grain bullet twist is 1-16 318 bore dia.  Is H110 good at 12.5 grains.  Or do we have any suggestions

Yes, good starting load. Go for it.

H110 is a little harder to ignite than most other powders, so don't use weak primers with it.

I've done a lot of work with 296, in the 32/40, always using F150 pistol primers.

My results:
12.5 gr = 2.5 SD - 6 ES
13.0 gr = 3.8 SD - 8 ES
13.5 gr = 7.3 SD - 17 ES
14.0 gr = 7.9 SD - 27 ES
15.0 gr = 8.0 SD - 26 ES
18.5 gr = 6.0 SD - 16 ES (30 Amer case F100 primer)
18.9 gr = 4.3 SD - 11 ES
20.0 gr = 4.3 SD - 9 ES

Different bullets and lubes 195 - 210 gr

Edit:
In Hodgdon's loading manuals, they use the weakness of all LP primers, in their data. The Rem 2 1/2

My ole shootin and travelin buddy Chuck Bordman used to say H110 was also known to blow rifles up. So whenever he won a pound or two or got some off a prize table at a match, Chuck would give it to me, because we were buddies. When I'd beat him off the bench at matches he'd ask me what load I used. I always told him I used a healthy load of H110 and wheel weight bullets with a Paraffin lube cookie. I'll bet I didn't buy my own smokeless powder for five years. I sure miss ole Chuck.

Joe you should have told me you needed my H110 winnings since I always gave mine away after the shoots since I used different powders.

Yes we all miss Chuck who was a very friendly single shot competitor willing to watch movies and have meals and socialize with other competitors including us Canadians.
We enjoyed shooting with Chuck who was a challenging competitor.
Chuck's knowledge and friendship were valued by many.

When I did try H110 I found it would not ignite below freezing unless I used magnum rifle primers.

Not a good powder for Alberta Schuetzen Guild shooters who shot matches down to -40 F.
