Do you lengthen the firing pin relief groove below the rim cut in a .22 LR Extractor when fitting it in a .25 RF Stevens 44 action?

Probably will need to, so the firing pin can get to the shell rim.  As long as the pin clears your good.  Make the cut just wide enough for the pin, if you get carried away and get it to wide the pressure can pop the rims of the shell.
