I prefer to dry patch (not wetting the paper) I’ve personally not heard of anyone using lube on the paper patch. Some folks use a waterproofing agent after patched and loaded for hunting loads to protect the paper patch

I have tried using a “lube cookie” in the cartridge over a Walters .060 veggie wad then a newsprint or card wad over the lube cookie.
In the mountains of northeast Pennsylvania I had no effect on accuracy, and no noticeable difference in ease of wiping between shots, however I understand it is quite helpful in areas of the world that get very hot and low humidity.   
Spoke with John Walters and he said his veggie wads will keep lube from permeating into the powder if it is sized properly. 
I’m no expert by any means, but that’s my experience so far

I also dry patch to slightly above groove diameter.  I have shot 330 grain bullets in my 40-70 SS 1875 Sharps to over 2000 fps with no fouling.  I do use two hdpe base wads between the powder and the bullet to prevent the finger seated bullet to be able to accidently seat deeper in the field.  It took me awhile but I finally found a smokeless powder that fills the case to my desired seating depth.  Tom

I'd be afraid of patches sticking to the bullets if lube was applied to them, or underneath the patch.

I dry patch and never use lube, just bore pigs to clean after the shot.  if one was to hunt with them that may be a different story

If I shoot dirty,  blowtubing only, there's a grease cookie under the bullet. This is specifically for military rifle matches, no cleaning between shots. 
For match rifle, no lube at all.

I wet patch the bullets, then set them on a cup warmer to dry.
Some of my rifles get along well following the instructions from the 1875 Remington catalog, only I use jojoba oil in place of the spermicitti they used.

I use a grease cookie of about 0.200" in a 50-90. Once I charge the case I seat a milk carton on top of the charge, next comes the grease cookie (50/50 bee's wax and pig fat) sandwiched between two slips of wax paper then another card wad. I wipe the patched bullet with a little lube using my fingers, sides and bottom. I then push in one more wax paper disc before seating the bullet. I added the last slip of paper after I recovered a bullet that had the card wad stuck to the base of the bullet. At that time I had an unexplained flyer once in a while. After adding the paper slip those flyers went away. I use the same press-mounted punch to cut both the milk carton wads and the wax paper discs.
