Low wall shank diameter

Would a 38 wcf low wall be a large shank barrel or would it be kind of a toss up? Since they used both diameters were there any set rules as to what calibers used what size shanks?

It's my understanding the the thread size, is only related to barrel size. #1 & 2 barrels got the small shank. #3 and larger got the big shank.

Well that makes sense to me, gives more shoulder to abut against the action.
