In the mid-seventies Spiegel's Catalog was selling .43 caliber Rolling Blocks for $ 19.95. Gunsmith in Southern California was converting them to 20 or 12 gauge shotguns depending upon your request.
Re-barreling and/or boring and cutting barrel lengths to purchaser request and using Fajen Stocks to make shotguns for the midwest hunter deer. I bought one 1974 and wish it had not gone down the road.

What's the difference?

The throat on paper chambers is longer, so there's room for the paper to open up and still not constrict the shot.  The forcing cone/throat area on a brass chamber starts immediately in front of the shell.  Firing a paper shell in a brass chamber results in a constriction and much higher pressures.
