Question Regarding Gallery Rifles

I own a Winchester highwall Helm in 22 short. It's never had a palm rest mounted. Has finger wear thru the bluing on the action from shooting. My question is were palm rests discouraged or not allowed in gallery shooting? I have not seen any gallery rifle with one.

If they were discouraged or not used it's a surprise to me. I own a Zettler Bros Ballard #6 with a Winchester tuning fork palmrest, chambered in .22 Short. Since Zettler Bros. owned the biggest 
indoor shooting gallery in the world, I'd think they wouldn't have built a offhand gallery rifle in .22 Short if they weren't used?
Randy Wright depicts a shooting match at the Zettler Bros. gallery in NYC inside the front of the 2 volume Hartford Pope books of two shooters firing offhand. One with finger hold, and one with palm rest. He's usually pretty authentic with his drawings, and guess if it wasn't allowed he wouldn't have drawn the picture.

I have a couple of offhand .22 rifles bought from Gary Quinlan, the Peterson Ballard has no palm rest and the Stevens-Ballard showed signs of palm rest base being removed frequently.  Gary told me under the NRA rules no palm rests alowed.

Did Gary say when the rule was, or at what type of NRA sanctioned matches?
