There is a huge gap here between a few entirely different scenarios. In one, we are discussing building a rifle using either a new or used action, barrel, stock etc. Another is using parts from a complete original rifle, and using same and altering them to suit ones needs. Another is like number two, but 120 years ago, and another the same, but by a known maker. None can be seen through the same lens. A complete schuetzen rifle built by Ron Long might bring the same or more when compared to a rifle that has only a Pope barrel, even though a hundred or more years ago. A rifle built by Schoyen, would be judged on a different scale being a known barrel maker, but also a talented stock maker and builder in total. The difficult choice would be to compare a Ron Long and a Zischang Borchardt. I honestly believe there are, or were other extremely talented builders that can or could compete with the best of the old makers. It would be interesting to know what the next 120 years might bring.

One thing about the idea of going with an Original Low Wall
as some have suggested.   
The original low walls are not Nearly the strength of the High Walls. SO:
You would be limited to a 22 Rimfire or a low pressure/small 
diameter, low pressure  centerfire. 
And also, the idea of cutting down one side of a High Wall for
use with a 22LR or small ctg like the 25-20 SS, has been done.
I once had a chance to buy a Hi Wall in caliber 22 Hornet that had the right side cut down for access. That, too will weaken
the action. Though, careful use of the Hornet, with Moderate loads probably would be OK.  Personally, I chose NOT to buy the cut down Hi Wall Hornet.
The Modern built Low Wall actions like the CSharps or the MIroku built Brownchesters are very strong and will take hi pressure cartridges.
So, again, much depends on what cartridge you have in mind for you eventual project
