I'm new to this cartridge.  I'm going to make brass from 30-30 winchester brass. Can I fire form or do I need a sizing die to make the brass? Some research has said that once the brass is made no neck sizing is typically needed. Is that true only if I plan to breech seat bullets? 

I have little interest in casting bullets. Does anyone here sell bullets? My bore slugged out to 314, so a 316 bullet, which I hear is common, would be fine

Yes, you should be able to fire form .30-30 brass IF it will chamber before it's fire formed. Not sure if the shoulder is small enough to allow a .30-30 to chamber or not? I used .32 Win. Spl. brass, but just ran it into my 8.15x46R die set to knock the shoulder down. It didn't need trimming as the length fit fine.

I run 30-30 brass into an 8.15x46r dies, but chamber variations in these old rifles still won’t allow chambering in some. So a pass in 32-40 dies and fire forming fixes the problem for me.

Attached is a photo of a 30-30 case, beside a loaded 8.15X46R cartridge and a .316" stop ring bullet.
As yamoon said, the chambers of the 8.15X46R are highly variable, even after the cartridge was "normalized". A fire formed cartridge or chamber cast will generally give you a good idea of where to start, with regard to cartridge length.
The 30-30 rim may fit your chamber but may need thinning if your action doesn't close completely.
Commercial cast lead stop ring bullets are available and the one pictured was sold, I think by Buffalo Arms, as a .316" size. The bullet base measures .315" and is pushed into a fired case mouth, until it hits the .327" stop ring. The forward portion of the bullet measures .316".
A member of this forum, I believe "Frank", wrote that he trims his cases to 49mm; loads a stop ring bullet and shortens the case, until the cartridge will chamber.
I think that you will enjoy shooting the 8.15X46R. I'd recommend an Internet search of the cartridge, as there is quite a bit of useful information available on this and the CBA forum.

Some rifles require the rim diameter be reduced to .485 to chamber. I recently received 43 cases made from Speer 30-30 the rim was original, I reduced to .485 before they would chamber, a simple  process if you have a small lathe. If you are just shooting for fun, stop ring is the way to go.

So I'm finding that a . 323 expander ball is standard when ordering a 8.15x46R die set. How have others overcome this when loading for non breech seated 316 bullets?

Chipmaker, the .316 bullets that measured .315 reminded me that some years ago I ordered a .316 stop ring mould from them that cast .315. I called and they immediately sent me another mould that did cast .316. Great service and that bullet shot really well. I had some European brass that was a mm or so shorter than 46mm that was obviously intended for stop ring bullets as the stop ring gave a perfect snug fit in the chamber with that brass. Hebes, just stick that ball in a drill press (or drill) and take some emery cloth to it and make it the perfect size for what you want.

Did you call Buffalo Arms? I have found that on backordered items calling them gets results. I tried both their .316 and .320 stop ring bullets before I ordered the molds. Both bullets are all I use in 15+ 8.15x46R rifles.

As for brass, I must have 150+ modified 30-30 casings which came with various rifles. Rim thickness was the greatest obstacle, and I needed more brass for matches. I bought factory RWS brass for every rifle (as you can't interchange them from rifle to rifle without resizing them) and this way I have 50-100 casings for each. Makes range/ match prepping easier.

Whether you can just use a .30-30 or .32 Win Special case depends on the type of action and the extractor.  My Original System Aydt will take either a .30-30 or .32 Win Special case with maybe only a smidge of trimming.

My pre-1891 Martini, probably made in Prussia, wants only European-made 8.15x46R cases with the small rim.  It doesn't like any of those Amerikaner cases. But it loves 311403, breech seated.

FWIW, I've had good luck with Quality Cartridge brass.

This is a fire formed case from my 1907 proofed System Concurrenz. Made from 30-30.
