Padlocked or zipped tied is locked.  Like I said, when I was in Germany we had to lock the soft cases. I remember it distinctly since it seemed so stupid, like screen doors on a submarine. Biggi just happened to use little tiny padlocks. Don't remember if they were key or combination.

I sent you a PDF file containing German gun laws and as long as I'm here I'll paste it.

Its forbidden for sport shooters to transport a gun when its in easy access.
This means, when you get access in less than three steps/moves.
If a gun case or bag is just closed but not locked, its in easy access.
It takes less than three moves/steps to take the weapon.
Just open the lid or the zipper means it is in easy access.
You have to prevent it from being less than three moves.
And you do that with a padlock or a cable tie.
 
So its not mandatory to use a padlock, but it is mandatory to prohibit easy access.
Using a padlock is the easiest way. So we use padlocks.
 
If you have a pickup truck in Germany and a large locked toolbox on the bed, then a rifle would also be adequately locked.
