I have a Douglas fitted to my CPA that length and a 22" Douglas on a Time Precision BR rifle.and accuracy is as good as I can expect. Good groups under .5 MOA  at 100 yards with premium ammo

There are few but typically used by the ARA Benchrest group that you might not be aware of and at one time Liga barrels was in that group.

Any well-known brand of barrel is a candidate. The chamber and the crown are as important as the barrel. The gunsmith doing this work needs to be knowledgeable and precise.

BudHyett I totally do agree and not every can actually do it to meet the ARA competitive accuracy standards and myself is included.

My personal thoughts are top ones I would pick are:

Mark Chanlynn, Benchmark, Lilja

Other top makers that you'd be hard pressed to tell from those are:

Shilen, Broughton, Douglas, Krieger, Hart.

Any of these makers, if you were just getting one barrel, the variance between individual barrels would eclipse the variance between the makers.  Average out a few barrels, and consistency would make Chanlynn, Benchmark, Lilja, Shilen rise to the top.

I've owned a number of very accurate .22 rifles, and still have way too many. Some are old time gun maker's barrels, and some pretty new. 
Of all the .22 rifles I own my Cody made Ballard with a Badger barrel, and match chamber outshoots any .22 rifle I've ever owned.

Ssdave the benchmark barrels are one of those that have established their own very outstanding competitive rimfire barrel reputations. 
I personally have not keep up with what is now actually being considered to be the best
But my close friends wife and shooting the ARA matches has remained at the top the top of the list in the Nation.
She has also competed in invitation by only matches and being able to compete with the very best.

My two most accurate .22 barrels are an old George Schoyen and an RKS. 
Really I think the best ammo is equally important. 
My Douglas shoots real good with the high priced ammo.

I have both a 16:1 Match chambered gain twist and a 17.2:1 gain twist RKS barrels.

The 16:1 Match chambered barrel on a BSA Martini International MKII has won the rimfire bench competition at the ISSA Nationals using Lapua Tenex.

Ron Smith also makes a longer leade 17.2:1 twist barrel that shoots cheaper ammo considerably better.
Cheaper and very useful for practice shooting.
I have this take off barrel on a CPA rifle.

The original BSA barrels on the Martini International receivers are also very accurate barrels.

For offhand shooting we reduce the barrel length to 26".
A .22 LR barrel only needs to be 22 inches long and any additional barrel is of little value unless you need to extend the distance of your front sight for more precise iron sights.

To extend the distance of my front sight I use an aluminum bloop tube which is lighter than having a longer barrel.

Plenty to choose from, to be sure; but Dan Lilja's 22rf barrels have been winning championships the past several years the majority of the big matches.

Thread protector. Upper photo shows a bloop tube to extend sight radius. 

Might also use a tuner.

Set a couple records at the 21 Olympics in Tokyo taking gold and silver if I remember correctly.
