   What is the knurling at the muzzle for?

To be able to grasp the muzzle cap (thread protector) better; to screw it off, to expose the threads to screw the bloop tube on to.

From my most recent bench rest match results you might ought to take anything I say with a grain of salt... Smiley  I chose to shoot a barrel that had given me issues once, I made some changes to it and put it back on a Ballard I'd built that has been working well for me.  The barrel was extra heavy and I really thought from my preliminary results it would shine.  Once again, not the case... failing to have the time to spend shooting and practicing bit me.  This was a RKS barrel that I was determined to make perform, it shoots well just not at the level I had hoped, given the action, the ammo and conditions???  
I have several RKS barrels on 22's that out perform this one in it's current state but my stubbornness rules.  (I've shot these other rifles well but I keep building new rifles and my rules don't let me go back once a rifle has proved itself - kind of retarded I know) 
My current offhand rifle has a Lilja barrel on it and while getting sight settings for the offhand match - off the bench - outperformed the combination I'd used for the bench match - go figure... too little, too late.
Another barrel mfg. that folks have failed to mention, is Bartlein.  I have one of their barrels on a 22rf bolt gun I use in a different discipline, whether it's the combination of resources or just that I have been shooting it more, it out distances almost everything else I have...  I have a vintage single shot build in the works at the moment that will be getting a Bartlein barrel on it, a couple with Shilen's, some more with Lilja, another with a Douglas, Proof and Green Mountain so take your pick. 
 
I recently came up with a quality BR action that's getting mated with a fast twist Lilja three groove, an interesting stock, high end optics, chamber design, extra accessories, a regular money pit... Grin Grin 
There's my 5¢ worth.

Ron Smith chambered my RKS barrel with a Match chamber and short leade with a perfect crown and choked barrel with six cut rifled grooves for top end competition shooting.

Did Ron Smith (RKS barrel manufacturer) chamber your rifle, did you request a Match chamber and what leade did you have installed, and is the chamber perfectly concentric, and what style of crown was done?

Was the rifle designed to specifically use a specific ammunition? What ammunition is it?

Maybe it is not the barrels fault.
Instead who installed the barrel for you may not be as experienced as Ron.

My son bought a Lilja barrel and it shot extremely poorly.
The problem was not the barrel but the so called "Expert" that installed that barrel in Ontario who never properly head spaced it.

You need both a fabulous barrel maker and a fabulous gunsmith to build an accurate rifle.

I have also found an excellent gunsmith builds and tunes the rifle to the ammunition you intend to shoot in it.

In my case he knew I intended to use Eley Tenex and designed it to shoot competitions as opposed to rifles normally designed to shoot any commercial ammunition.

Don't misunderstand me, I will never say anything derogatory about one of Ron's barrels.  I thread, chamber and fit all of my barrels and there is a good chance there's a problem of my own doings happening here!  Ron and I have chatted in days past about our different opinions, there are many, but he cuts the rifling, the twist and shapes I ask for, so if I don't have one shooting right yet it's because I haven't exhausted my research yet.  I have over two dozen of his on various rifles, the majority are on my 22rf's - they all shoot better than me for the most part.  I've been working towards a reamer design that works for me, this heavy barrel doesn't have that chamber cut in it yet but it's going to get that.  As I mentioned in my opening comment, take what I say with a grain of salt based on my recent performances -  a lot of that has to do with my practice.
A good portion of the students that have taken my classes sport RKS barrels.  That is usually the first recommendation I give.   
There are a couple of gun builders I know that won't install a Lilja, they comment about the inconsistency.  I've never seen that and I have as many of Dan's barrels on firearms as I do anyone else's except maybe from the days of Rummy and Bison Barrels. In my close on that post, I also mentioned it was a nickels worth of info, based on my experiences - not as much as some but it's nearing 15 years of the rimfire passion and about 35 years centerfire.
