One can also make an unknown material known but it would probably not be cost effective to do so. 
Bottom line is I have only plugged scope block drilled and tapped holes on an unfinished barrel.
But I would also assume that are there those who are members of the Gun Makers Guild who could probably do it on a very highly collectable finished barrel and or action ? 
And by no means would I ever try to do such thing unless it was just on a very inexpensive plinker.

Not sure how anyone could fill holes in a finished barrel, and not require refinishing? I think even our finest gunsmiths might have trouble pulling that off. Since it requires filing, sanding, and blending in the fillers, the adjacent metal is going to be removed to some extent.
