For the record, the bench rest record is not 4". It WAS 3.6" in 2019, but was broken about a year later at 1"smaller 2.656" by an 83 year old gentleman.
But before that the record was set for a 5 shot group at 1000 yds. of 1.087" in 2018 by Mike Wilson.

But beyond these high power smokeless load records, there are many shooters who are some excellent shots, who occasionally shoot what could have been records if they were shooting matches. Great shooting doesn't just happen in matches, regardless of what some here think. 
I wont add anything else to this topic, as it seems some have no reason to believe what I've posted here.

What you truthful folks do is actually pretty amazing to myself. 
Might be wrong but for me do what I was able to achieve took me a tremendous amount of work, determination and not stop outings to the range. At the time it was a minimum of going out once a week and doing all year long. True story when I first started out it took me two years to come in second to last and it was the very first personal goal to try and achieve for myself.  Unfortunately that is also when most will give up in my sport.

Tang sight was tilted forward so that at 900 yds setting,

I remember that target Arnie, I was there and we were all rooting for you as I think you were the one of the last to finish that relay. 
I also remember when George shot a similar score as yous at 900 yards and they are two of the finest targets I've ever seen shot in 16 years of shooting paper matches. I was on the target next to Dave Gullo in 2008 at the World Creedmoor matches and he shot about a 5 shot group during practice that could be covered by the hand but that was also at 800 yards, certainly not 10 shot groups at 1000.
Arnies group is around 20".

Bob,
Indeed, I saw George Remington shoot the 15 shot 1000yds string From Sitting, tall stix, Score was 139. I don't recall the X count.  I think it may still stand for a 1000yds 15 shot string at Lodi.
Yes, I was the last person shooting on the relay that 800yds 99-3x. In fact I think it was the last shots of that day. 
I thank the Good Lord for the condition I saw, spotting for myself since my scorer was very inexperienced. But the Good Lord also kept me from being TOO proud when I dropped that
last shot about 1/2" out of the 10 ring. Did not help that I had   
5-6 people behind me watching that last shot.

The famous "Rowland Group" wasn't shot in a match but is still held in high regard.

Back to sight cant.  I have a nice Low Wall in .25-20 Stevens that needed a tang sight.  I got an original Lyman no. 1.  Using the original tang holes, it's canted so much to the left I have to use about 1/8" of shims to make it right.  They show up under the edge and look horrible.  Is there another method to get this sight adjusted to be perfectly vertical?

According to some on this thread you can take material off the opposite side of the base to help level the sight.

AZshot:
Since you are probably not going to shoot your 25-20SS beyond 200 yd, the sight cant is not going to cause any problems if uncorrected.
