I need to have a dovetail cut into a barrel for a target front sight. Is there a magic spot to put the sight? Is there a certain distance from the rear sight, in this case a Lee Shaver sight, to give M.O.A. or 1/2 M.O.A. or 1/4 M.O.A.? The barrel is 28 3/4" long. I've measured some barrels I have and it goes from 3/4" to 1 1/2".

Almost all my old single shot rifles have the front sight dovetail at between 1" to 1 .125" from center of dovetail to end of the crown. That seems to be a common location for many decades. 
Ballard rifles are almost exactly 1" to center, and Remingtons run further back.

In a perfect world 36" between the tang sight and front sight would be ideal.
100 yards is 3600", 100:1 ratio, each .01" movement of the tang sight vernier results in 1" (about 1 MOA) on the paper.
In the real world, does not make too much difference. You learn how your sight works.

To have actual MOA  calculations, sight radius needs to be 34 3/8” if I remember correctly. 
I don’t know if you could get that distance with your barrel length.
