Does a sized case go in without the bullet? If it does then it's a bullet  problem. Are you loading black powder and compressing with the bullet? Have you checked your bore and groove diameter and could you be using an oversized bullet that expands the case and will not allow it to chamber? Finally, have you checked your overall length to make sure that the bullet is not pushing into the lands and not allowing the cartridge to seat all the way?

If those cases are from the same rifle they should drop back in without resizing.
Check your seating depth, and as mentioned above if you're smashing the crap out of the nose when seating.

I have both a trapdoor rifle and carbine. I found that the carbine wouldn't accept loads that were spec length that worked fine in the rifle. Now I keep a separate set of brass trimmed shorter and loads with shorter OAL just for the carbine.

Ballards may be weaker,
but they sure are neater!

As a test, take one of your loaded rounds and with the decapping rod out of your sizing die try running the sizing die down over it until it stops. Mark the case with a felt marker where it stops, and then do the same with a sized empty case.
If they don't both drop in the same amount then your bullet is expanding the necks, creating a bulge that's stopping it from chambering fully.
You should check bullet diameter to make sure it's the right size for your groove diameter, and if it is you might need to ream case necks to avoid the bulge. You should also check the size at the mouth to ensure you're not putting too much crimp (or not enough) and causing the diameter to be too large at the mouth, restricting the chambering.

One other thing to check, if you are using a bore riding bullet.  Make sure the bore riding (nose) section of the bullet will fit the bore by inserting a bullet into the muzzle of your rifle.  it should go in without resistance, up to the first driving band.
