Hello
I have sent hundreds of pounds of lead down range in 50 years, breach seated and stop ring. I need to load lubed bullet fixed ammo & don’t have a lot of experience. How to prevent powder from sticking to the lube when the case has a short neck and the bullet extends into the case? Use a bit of tissue or other material? Should I worry about chamber ringing? Can you more experienced guys suggest a material to secure the powder next to the primer? I wish to use 2400 & 4227.
Thanks for any suggestions.

Never did anything special to keep powder away from the base of the bullets in almost 50 years of loading fixed ammo.

Mike, I use that green floral foam cut into 1/4 inch sheets. Press it over the case mouth and seat the bullet on top of it.  My understanding of chamber ringing is that you don't want a wad holding the charge against the primer.

Like Marlinguy, have been reloading for over 60 years and have never found a need, and then only to tip muzzle up to settle the powder in the base of the case when breech seating and shooting offhand, or tipping the case when shooting from a bench.  No experience with black powder, other than percussion rifles and handguns, and don't feel the need at this point to start.
Some top tier shooters will respond, and they may/will have different ideas.

I've never shot a cast lead bullet that extended below the neck into the case. 
I would avoid that. 

Load a shorter bullet or throat the bore to suit your bullets length.

I've loaded 1000s of the 311284 in fixed ammo in 30-06.the GC is often below the neck and sometimes a bit if the last band.
I never used fillers.accuracy always good.

Sound advice from westerner even when using jacketed bullets. I missed the fact that your cast bullets were being seated below the neck, pretty obvious from your heading. Mind was on a lunch break!!!  Either solution to the problem is fairly simple to accomplish, obviously a shorter bullet the easier of the two.
