Is 13.5grs of IMR4227 with Buffalo Arms .321" 165gr 32-40 Cast Bullet 20-1 a good starting load?

I assume you are breech seating your bullets about 1/16 inch ahead of case. Do not use a wad (card or foam) over the powder or in case mouth. See how 13.5 groups, then start increasing charge in .1 grain increments to see if groups tighten. You will likely find a sweet spot somewhere between 13.5 to 14.3 grains of 4227.

Shooting fixed-cartridge, currently a Hoch 208gr non-tapered.  Thought I'd try Buffalo Arms 165gr when I'm out of self-cast.  Couldn't not find ~200gr soft-cast.

Fixed ammo 32/40  165-170 gr bullet 14.5 4227 charges thrown not weighed.  Bullets long seated to touch the rifling.  It’s the standard load 32/40 shooters our monthly club 200 yard offhand matches. Fine target load. 

Match used to be won most often with 38/55 245 gr 17 grs 4759 switched to 17 grs 4227 when 4759 was discontinued  Some of the best shots our club have migrated to 32/40. 4227 was always the 32/40 powder.

Note there is more than one 4227. I segregate Australian from Canadian and even have some old American made. Differences slight but loading 40O at a time use powder from same jug/can as a lot.

We also see variations in sight elevation settings at 200 yards about 1 moa cold day to warm day. 40 degrees to 80

Never  shoot that load from the bench or with a scope, except sometimes end of the match shoot up a few cartridges muzzle and elbow rest painted steel plate at 200. All shots about size of clenched fist. 3-4 inches ?

Little more

My 32/40 was a Schuetzen used a 200 gr bullet carefully cast & breech seated. It was a 1 moa rifle bench rest with 20x scope. 1 moa was long run average performance, what I could expect in 100 shot matches  

Converted it to Sporter style stock & shoot iron sight matches offhand that don’t allow Schuetzen stocks or breech seating. Switched to Meister Bullet company’s 170 gr bought in 500 lots. Never proved it properly on the bench but believe it’s a 2 moa rifle fixed ammo  store bought bullet iron sights. 

Most of the 1 moa difference due to iron vs scope, some due to lighter bullet. Not loosing much breech vs fixed however loading large lots of good fixed ammunition is time consuming. Breech seating simpler but not generally allowed squaded shoulder to shoulder matches . Each method has its place.

I shoot that match with 165 gr Meister sized .323 over 13.5 gr 4227;  anywhere from 13-15 ok

I once bought a Ruger #1 that looked original but had been rebarreled in 32-40 with a Douglas barrel by Bud Welch.  It came as a shooting kit with one of his bullet moulds, a Unertl BR 20 scope and more.  There was a box of 20 loaded rounds included, and the data listed for them IIRC was the Welch bullet and 14.6 gr IMR 4227.  They were among the most accurate fixed rounds I remember ever firing. (I usually shoot the 32-40 breech seated.)
