When I was running our clubs Schuetzen matches and for seven years straight. I had a full set of the ASSRA overlays to use to honestly help to score each competitors targets. When shooting the CBA group matches the Scorer also had to have what you are looking for. As well as a magnified scoring tool to also go with it. The problem with just using the scoring plugs is the actual bullet hole could actually be inadvertently changed by how it was inserted into the bullet hole itself.

If the hole is close enough that you need a scoring plug to check it, it will always make the higher score once the plug is inserted. In years of shooting bullseye match pistol I never saw a plug used that didn't end up expanding the hole just enough to make it count.

It is very hard to score targets where the bullet has to be more than half way in to count for the higher score. It is not unusual to have several targets with the bullets meplat hole being right on the line. In this instance a plug would be hard to use as quit a few bullets have a bit of a tip to them. To where the meplat is in but the tipped bullet hole appears to be out and this is where an overlay would be the better choice to use.

Is "halfway in" the rule for scoring? In most matches I shot in it was touching the next higher ring that counted. Haven't shot a match where halfway in was the rule. That would make even a plug tough to score, as how do you exactly tell "halfway"?

Vall here is the ISSA Scoring Rules and ASSRA's do differ abit but one can easily look them up on this site. 

SECTION 7 - SCORING
7.1 All 22 rimfire matches will be scored from the leaded edge.
7.2 In centerfire bench rest matches the shot will be scored from the center of the bullet hole.
7.3 Several techniques exist to determine the score of a shot close to a higher scoring ring. The scoring crew will use the leaded edge of the bullet hole rather than plugs, etc. A keyhole shot will be scored from the geometric center of the hole in bench rest and from the leaded edge in offhand.
7.4 Offhand matches will be scored from the leaded edge of the hole.

Val, John is referring to bench matches not offhand or position matches and mainly ISSA and ASSRA matches. Plugs don’t help usually for center of bullet scoring. For those Then most use overlays and transparencies. Pistol, smallbore, air gun and many others rely on plugs. That said there are different rules on plug dia tolerance just for .22 plugs. I had a set that were measured and sorted so we had 3 of each style that were at the top of the tolerance just for NRA indoor sectionals when I ran them. That way they got the full benefit of the plug.

Overlays are far more accurate from my experience, and wont distort or enlarge the holes.

Used to use a folding linen tester (10X) with an inscribed reticle for the different calibers.

This would also be a nice magnifying tool for scoring targets. Just recently there was a post on another sight from a gentleman saying he was going to make some more. But I can't seem to find it now.

That is exactly what I am looking for!  I just measured the plug I've been using, and it measures .2997 dia. That's OK for friendly/local matches, but I would like one in .320 dia. One of my friends told me that the one I use is for 'pistol' scoring of the 32s.

You will have no problem with this magnified scoring ring at .323. I'd call him to see if the price is the same.sure like mine,have had it for years.....
