From what I have learned the breech block plunger is to keep tension on the block, as oneatatime said, to insure it tips back as it lowers and stays back for clearance while closing so it can cam a round into the chamber.  The angled cut on the front of the breech block is what allows the block to tip as it lowers, you can see this in your picture of the breech block down or open.  You will also notice that the top rear of the breech block is radiused which is  also required in allowing it to tip.  Probably more than you wanted to know!
