The flip down tab is very much like the Lyman #7 uses. But the #7 is a windage globe, not a blade. Lyman used this same setup on their #8 windage combination sight, which is similar to a Beach combination, except for the windage adjustment.
I have both of the above #7 and #8 front sights, but I looked through my old Lyman catalogs and don't see anything like your friend's sight in them.

Lyman number 18 ivory bead windgauge front sight? Looks like the blade may have been soldered on?

I would guess that this sight is a pretty scarce one.

I'm a bit of a sight nut, but in a lot of years scrounging, have never seen one in the flesh. Probably more apt to see one back east, closer to Lyman?

That's got to be extremely rare. I would imagine most would have ordered the #7 or #8 and not a windage post #18.

I like that a lot!  I would try to copy it.  Any idea how the adjustment screw is captured in the assembly?   Huh

Goes through a hole on the thumb tab end of the base, and then has a small "nut" that looks like a slotted screw head on the off side of the base.
