BTW: Because of the distortion of the rim, fired .22 rimfire cases will normally NOT re-chamber properly in any position other than that in which they were fired. You can discover this any time you need to re-chamber a .22 that failed to ignite in order to give it a second strike. 

So even if it were practical to reload primer material, the cases would not be usable unless the rim was reformed.

During one of the earlier ammo scares, I had good luck shooting pellets out of a .22 Hornet Handi Rifle I owned at the time. That's a fairly common trick, so not something I can claim as my own invention. You just drill out the flash hole a little larger, and thumb press one of the heavier .22 pellets into the case mouth. A standard small rifle primer provides all the giddyup you'll need with minimal noise.

It's pretty easy to blow the skirts off of lighter pellets with just the primer, and adding something like 1.0 grain of Unique will drive the heavier pellets supersonic and generate quite a sonic crack.

Shooters need the ability to load their own 22RF ammo, the scores would go up and the crazy price of Eley would go down.  I don’t understand why we don’t already have a way to make our own match grade 22RF ammo.  Ledball

This is usually the case for most types of single shot rifles. I've found exception to the rule with Ballard rifles. Because of the design and ability of the Ballard breech block to complete seating, I can pull a cartridge out of the chamber and re-insert it and closing the block will finish chambering it.
I've got a couple with .22 match chambers that are very snug, and I don't need to push so hard to get them fully chambered either. Just get them close and let the block finish the job.
