over powder wad breech seat opinion

im.shooting a small tapered 357 necked to .25 and having a time not spilling powder in the chamber
I have used  Blue foam sill sealer material and it shot worse. I really need is something over the mouth of the case so the powder doesn't spill
I also tried little washed out of cardboard milk jugs on the end of the neck and accuracy also deteriorated.

1/16" Thick Cork punched out to a diameter that will cause it to become caught
in the mouth of the case. If you use a 1/4" leather punch and stamp on a piece 
of hardwood on the end grain it will most likely come out a good size. The leather punch will crowd the Cork as it is punched thru and come out a good oversize to be a good fit in the mouth of the case. With a case that small putting a wad right down over the Powder would have the potential of causing a high pressure. I use 1/16" thick as a powder retainer in 32-40 in this manner, it keeps the powder contained nicely and the wad lets you handle the loaded cartridge and not dump powder into the action. Indeed, the floral foam.
BUT:  Floral foam "sheets" need to be cut from
blocks of the stuff.
I found an altenative that seems to be working for me
in 25-20 and in 32-40 Rem Hep:
Fan fold Foam House wrap that is installed under siding:
It is about 1/4" thick, same polystyrene foam as floral foam.
I had some left over pieces of it from a siding job I had done
years back. And my son, who is still in construction provided more. 
Just "cookie cut" with your powder filled case. It helps to do an inside case chamfering.

I use the vegetable wad material and cut it with case prepped as it would have been to shoot, except for the primer pocket that is drilled out for a push rod to remove the cut wads.

Wads placed at the top of the neck.

I noticed a huge difference with bullets that are marginally stable based on the twist calculators.

Be veryt careful of plastics as many of them can melt and leave a good residue in your throat that is very hard to get out. Even floral foam has two types one good one bad. 
I have used Cork for over 40 years now and have never had a problem. I have also experimented with Wool felt. You can get felt in rolls to punch out. For less than 5 bucks you can get   about 1/16" cork sheets in rolls that will give you enough wads for a couple of years of shooting.
