A photo viewer called "Paint" is easy.  It may be an option in your photo viewers.  When you open the photo, the "resize" is at the top.  Click on it and the display will have 100 in the boxes. Change that to 15 or 20 and resize to that percentage of the original.   

Save it with a different name than  your original photo  less you want the original to be permanently reduced.
