could it be that in the first 20, the chamber was clean (or even oily) and the cases slid back with the primer, but as the chamber walls accumulated a bit of fouling, the cases gripped the chamber walls better?

I know you had already mentioned that it was a bad idea, but why can't it just be approached as if it were a rimless cartridge. I understand there are differences, but if someone were to set off a primed only case in pretty much any revolver, it'll probably back out enough to bind up the cylinder. I'm still wondering if there are possibilities, assuming all else is okay with the rifle.

That the primers were somewhat flat shows that they were backing out in the first 20 rounds also. In the next 60 the case isn’t backing out to crush the protruding primer.

I have some spring steel scrap from globe inserts about 0.010 thick
was thinking of cutting of a piece tlittle bigger than rim size of 38-55 drilling a hole in middle large enough to pass the firing pin centering on firing pin hole in face of breech block and super gluing it in place whilst waiting for new breech block and seeing how that works in interim

If your breechblock is in good shape, as in not pitted or dished in. Make a thin washer out of your .010 spring stock to fit the rim recess of the chamber, fire a few rnds making sure you don't loose the washer, if it works glue the washer into the chamber.

breechblock face smooth and verified horizontally and vertically against steel straight edge for bowing/dishing.  Shouln't i also cut  the washer from 6:30 to 8:00 (facing muzzle) to permit extractor function??

Yes after you see if it works. When you glue it in put some wax or mold release on a fired case and some on a q-tip to coat the main part of chamber not the rim recess, recess needs to be clean for glue to hold, also might be a good idea to put a little mold release on the face of breechblock  and on extractor. It would be a shame to glue your action shut. Use the fired case to hold the washer in place till the glue sets, action closed on case.

you Could try peening the rim of the case toward the front.  That will hold the head against the breach face. I do this with cases made from 30-40 brass for my 40-50SS.
