Probably ten or fifteen years ago I chased this rabbit. I switched a Stevens Favorite to CF and formed cases from Hornet brass. I'm over the passion for it and am going to sell a few items. I'll list them on the for sale section. I have a custom (properly hardened) sizing die for for 25RF and just over 100 60gr plain based bullets. The die sizes to .276 as if I remember correctly.

The Hornet brass that I use (PPU) is heavy enough that it is practical to machine the case necks to leave a shoulder on the inside of the case.  Then the round is simple to load, just re- and de-, charge the powder, and stick in a bullet.   The internal shoulder locates the bullet properly. Ammo loaded this way has shot a 1.5" group at 200 yd.   I am shooting a .262" diameter 75 gr bullet.

What exactly is the machining process to convert from RF to CF?  I'm assuming the Breech Block has to be drilled/filled and re-drilled for a different position on the firing pin.

Rgchristensen this case was made from RMC basic brass. With the shoulder being bored for the correct bullet seating depth and bullet fit. Intent to Re&De, drop powder charge and insert bullet into case for breech seating benchrest and it is a 32 caliber.
I believe the concept is very similar to your own.

@Cap45:  If you're converting a Favorite, it's best to start with a .22 breechblock.  I simply bored the firing pin channel to a better angle using a 1/4" end mill, and made the firing pin 1/4 diameter instead of the original, (which I remember as .180").  That cleaned up the old channel nicely.  Even so, the tip is offset from the pin centerline.   

My conversion is of a 1915 Favorite, whose breechblock is wider than the 1894 model.  I wouldn't do that to a "94" Favorite.  Filling the old channel with a brazed-in slug is a much better approach for those.   

Either way, setting the breechblock in the mill at the correct angle is tricky.  I used a method that is too complicated for a forum post, but it avoided making a fixture.  If ever I were to do another conversion, I would send my breechblock to John Taylor, who is much better tooled-up to do the job than I am.

@JLouis:   That approach pretty much eliminates the need for a seating die, doesn't it?   

Seating the bullet is one of the hurdles in this scheme, since there are no commercial dies that can be adapted.   I simply made one.  Which I then gave away, so now I have to make another.

Uscra112 the intent was to make a 100 identical cases. All or just the amount needed primed, charged, lubed bullets in place and ready to take to a match. Advantage would be to rapidly shoot a good condition before it goes away and or as soon as it comes back. No powder measure, re&de capper or breech seater needed on the bench.

Thanks all; I really like the suggestion of sending the block to John Taylor.  Although, I do have the tooling to drill; tap, and plug the block myself.  Gotta think that one over.

Still can't figure out what retracts the hammer with the Niedner firing pin.
Looks like one would have to bring the hammer to half-cock before lowering the block (ala Sharps) or break the firing pin.

A firing pin spring would not overcome the hammer resting on the firing pin.
Maybe it is an inertia firing pin.

It's been about a year since the last post on this discussion. It contains so much great information, lets keep it alive. 

I went to the range a couple weeks ago with my .25 Stevens #2 rolling block. I was shooting both the rimfire and centerfire versions. I had a couple misfires with my new, home made rimfire cases. They needed a little fine tuning. I went back to the range yesterday with 34 reloadable rimfire cases. They all worked great  Smiley  Now I need to find some more .22 Hornet brass.

Here is the video from a couple weeks ago.
