I just bought Chuck Bordmans stash of #9C.

I'm curious as to whether it is the same powder as the H108 or if it a little quicker or slower than the later #9

I don’t know about #9C #9 has changed so many times I’ve lost count. The first #9 that made a reputation was #9S it was an Israeli surplus powder. That powder was identical to H108. I am convinced that Hodgdon bought half the trainload and Accurate got the other half.

It's my recollection that 9C is from the ~80's.  In that time period, AA sold their powder at about the same price as IMR/Hodogdon but, you got 2 lb for the price.

About 2003 I bought several 8# jugs of H-108 from Powder Valley for $45 dollars a jug.   Ledball

WC820 didn't appear until after H108 was gone from Hodgdon. I have it on good authority that WC820 shot measure for measure whit H108. My H108 was long gone when I found WC820 so I couldn’t do a test myself.
