Haven't tried fixed but Accurate 4100 in the11 1/2 to 12 grain range works in mine.  216 grain bullet.

Tried fixed in my rifle. Blew the primers faster than I could put them in.

Fixed, means MUCH lower case volume. Therefore relatively MUCH greater Pressure per grain of powder.

I just happened to read this post as I was going out the door to try two fixed loads in my 32/20 CPA rifle.  My test was in poor conditions as I only rested my left hand over a 4x4, holding the forearm.  No back rest.  My bullets were tapered so I seated them half way out of the case then crimped the case.  First 3 shot group at 100 yards went into 2 1/2" using 9.9 grains of Accurate Arms #9 and a 195 grain bullet from an Accurate bullet mold.  My next try was 10.1 grains under a 175 grain Accurate mold bullet and four shots went into 1 1/2" but the fifth shot went out to 2 1/2".  Again, this was just to try fixed ammunition and not using any type of rest.  Next spring, I'll try an increase of powder and different primers.

The rifle is a CPA with a 15x Unertl scope.

The 32 Miller Short was designed to be a breech seated cartridge it was never made to shoot fixed. If you want to shoot fixed a rechamber to something with a neck and a little more capacity would be in order.

40_Rod,  you comment is very true, but with that said I've had some success shooting fixed,  using a 14# 6 oz CPA off hand, maybe just for fun, using PB from 170 gr to 220 gr, and A#9,  just trying to find out if others have had luck and what powders they use,  thankx anyway...

several years ago I bought a CPA with 5 different tubes, one being a 32 miller RKS gain twist,  ordered some dies formed some brass and started testing fixed, although the gun came with all the stuff to load breach style, I wanted to shoot fixed.. so far i have used it in one match, shot my  avg, using cast bullets bought on line 170 gr with 9 gr #9, seated as far out as I can just graving the pill.  Haven't put it to the bench yet with an Unertil, but plan to ..  have used some 200 and 220 to see what they do, but time hasen't permitted me to do all that's necessary..  my main question what powders would do as good as #9??  Its a beast to shoot off hand, but its just aw game....
