Doesn't it sound reasonable that the barrels he was working on prior to his machinery being moved to Stevens, the barrels would be finished and stamped at Stevens since he could not finish them in Hartford ?

I suppose it's possible. But why wouldn't he simply finish up all his in progress orders and do any he hadn't yet started at Stevens?

Maybe the rest of the city was in such need that they couldn't spare the funds to rebuild themselves, and also help Pope out? They say, "It's the thought that counts". But if that's all he got, it would be tough to rebuild without a building in the meantime.
